I switched to UEFI (from BIOS), and it fixed the issue. I am using 4TB
HDD's and I was not aware that BIOS had a max limit of 2 TB HDD.
It would be very nice if there was a descriptive error message in this

Thanks. Since there's nothing identifiable on that screen it seems like
a kernel issue. Not the mutter issue I was thinking of.

1. Reproduce the bug.
2. Reboot.

What would be the solution for booting focal-server-cloudimg-amd64.img
with libvirt (virt-install) (so, not on Azure, as the OP was; so, I
think the issue is now fractured into two separate issues with same
underlying cause)?

This bug has become confused by too many different configurations and an
insufficient problem description. Please:
1. Use an Ubuntu kernel only.
2. Uninstall and reinstall the Nvidia driver.
3. Reboot.
4. If the problem still occurs then please open a new bug by running:

Not sure it an nvidia driver issue. Using nvidia-settings to change anything
in 'X Server Display Configuration' fixes the problem.
Here is my xrandr output after changing the x offset of one monitor from +230
to +240.

I intend to fix this by passing the passphrase via a temporary file in
/run/subiquity instead of in the curtin config.
