I've just upgraded virtualbox-guest-dkms-hwe, virtualbox-guest-utils-hwe

This is fixed somewhere between kernel 4.13 and 4.15. Vague, I know, but
it's a starting point. Longterm support kernels may still be affected
but testing would take me an age. If I get time I'll test further.

For me this is reproducably happening, when I extend the "y" direction of my
screens, and thereon only for new windows. I.e.:

We suspected OpenSSL incompatibility in the OS, so as the PEAP is
creating underlying TLS tunnel for auth and we see an error in
wpa_supplicant regarding TLS negotiation (hello).

This is not about cpupower. TLP recommends linux-tools on Ubuntu (and
linux-cpupower on Debian) for the x86_energy_perf_policy binary, which
is needed for some reporting functions (look in tlp-stat and tlp-
functions). This is stated quite clearly in the comments at the top of
the debian/rules
The user workaround of editing the config.ini file per Tigran Aivazian's
comment above worked for me.

no way of knowing which one matches the kernel you have installed.

Re-opening this bug as we had to revert the fix, because it was causing
an installer regression:

The crash was reported after booting and logging in to an X.Org sess
This was fixed by rebuilding ubiquity against a reverted console-setup.
