I still cannot reproduce this. In a xenial cloud instance I ran
for i in `seq 50`; do systemctl reset-failed networking; systemctl restart
networking;

successfully, this is with a standard /etc/network/interfaces.d/50
-cloud-init.cfg with just "auto ens3" and "iface ens3 inet dhcp" and

I have this in linux mint 17.3. I can't believe this annoying yet easy
to fix bug hadn't been corrected since then (2 years). And I don't
understand why Debian developpers want so much to "patch" upstream
software and add new bugs instead of keeping them as they are...

Unfortunately no improvement after installing the 4.7-rc7 kernel. Tried
the usual options in the iwlwifi.conf (11n_disable=8, bt coexistence)
but various degrees of worse performance.
Regarding older firmware - after further testing, I was incorrect

Testing the problematic state would be to install docker.io and enable it ie:
apt install docker.io
systemctl enable docker
To test:
reboot
ifdown ens3 && echo "OK"
ifup ens3 && echo "OK"
The test commands will result in two lines with OK at the end if everything is
right.

1) Connect headset by turning it on.
2) Set headset to headset (not a2dp) mode using blueman-manager
3) Disconnect headset from blueman-manager
4) Reconnect headset from blueman-manager; it will show Audio P
