compiz-plugins package to get the "Static Application Switcher"

This happens for me with several applications, e.g. glxgears, cheese,
flash 11.2 r202 in firefox (but not in google-chrome with pepper flash)
on 13.04. It was ok with 12.04 and 12.10 .
