I tried to reproduce this twice, but couldn't. I did a fresh xubuntu
22.04 install, and then upgraded the machine. I didn't experience this
bug, but I did get the following crash (attached)

The missing entry in /var/log/wtmp is a pre-existing issue. To fix that
in noble would involve a separate SRU, to my understanding. We would
need to SRU changes from util-linux/2.40* (which includes
