Accepted apt into noble-proposed. The package will build now and be
available at https://launchpad.net/ubuntu/+source/apt/2.8.0 in a few
hours, and then in the -proposed repository.

The same caveat applies to -updates, but there is a question of whether
we should ship 2.8.0 as this or make 2.8.0 different, I did not push a
tag for it yet.
