I tested in Ubuntu 12.04 (but different hardware). Not affected.
Everything works - keyboard, mouse, Ctrl-C.

perl -e 'sub x { x() }; x()'
(this commands does a deep recursion, eats all memory)
under non-root user

I suspect it's not about perl, probably system can be locked same way
with any programming language.
