What I did was:
apt update && apt -y dist-upgrade
All that happened was that I provided input for when asked about wether
to keep my own /etc/clamav/freshclam.conf or use the package maintainers
version, to which I answered 'I', install package maintainers version
since the diff looked harmless
I still have this

problem on 21.10 when getting a dhcp lease. The netif directory:

Agreed removing the _apt user does not help or even seem to change
anything.
The permission denied at executing apt-key from apt-get smells of app-
armour interfering but I have no idea how that could happen.
