Shows "This device is not working" and "Do not use device" is selected (and
grayed out), but wireless is working.

Please ignore my previous comment. Though we get the same error as in
this bug report, ours is caused by our own code involved in finding
existing users returning something other then nothing for a non-existing
user. My suspicion is post processing of the ntp install tries to create
a user and fail
I get the same issue in 16.04 with ntp version ntp_1%3a4.2.8p4+dfsg-
