You are correct, it was set to 'security updates only.' After changing
to 'All updates' and updating, I was able to install librtaudio-dev
finally and some related dependencies were updated with that operation

I was just reading through the technical descriptions trying to figure
out what could be causing the hanging up...and selected a random link to
open browser to attempt to
"distro" in this case means e.g. "ubuntu", not an Ubuntu series such as
"vivid". This distinction was introduced due to the separate "ubuntu-
rtm" distribution that was at one point in use for the Ubuntu phone
project.
It's true that the documentation could be clearer about this.
