Just dropping in to comment on the autopkgtest failures
The dbus-broker failure seems to be a CI issue as it was due to
environment variable DEBUGINFOD_URLS not being set, which is unrelated
to the change proposed in the debdiff. If we look at recent failures i

Executing "aa-enforce /etc/apparmor.d/*" does not work on Ubuntu 24.04.
There is already an upstream fix
