One thing I noticed is that Debian used 0600 instead of 0666 here:

Using 0666 may be enough to fix this issue and it could be why distros

You're right that we changed this in systemd. There used to be a large
patch in Debian/Ubuntu for systemd that added support for all the
"Debian-isms", including /etc/timezone, but we dropped that.

I have now figured it, the issue was caused by do-release-upgrade from
20.04lts to 22.04lts.

I'm not so new, so I can say why ;)
libglapi-mesa was deprecated, for reasons I don't know, but I'm sure there are
good reasons, and now libgl1-mesa-dri has a symlink with the same filename that
points to libgallium.
After I removed the libglapi-mesa package the update worked. My issue is
relate
/usr/lib/i386-linux-gnu/libglapi.so.0
/usr/lib/x86_64-linux-gnu/libglapi.so.0
I'm relatively new to this kind of thing, but I'm not sure why it's
trying to overwrite given the shared object file is in a arch-specific
directory
