I verified the ubuntu-release-upgrader portion of this by testing an
upgrade from jammy -> noble on a fresh LXD container:

Removed /etc/systemd/system/dbus-org.freedesktop.resolve1.service.
Removed /etc/systemd/system/multi-user.target.wants/syste
Ok, I installed successfully without crash on two Oracular VMs.
First of them previously updated from 24.04LTS to 24.10.
Second of them being a fresh installation.
Both show this:

The updates are in oracular-updates already, so no need to enable
proposed there
Anyway, thanks for confirming! I suspect some dependency was missing on
your noble update, so I feel safer to release it there too.. which I'll
