In some cases the kernel does detect a newly connected USB device, but
this device is never handled by systemd. The device handling shows up in
dmesg, but no device /dev/sd.. entries are created to access this newly
connected storage device.

Thanks for the bug report. Most likely the problem is an HDMI connection
problem. Please try a new HDMI cable if you can. If you can't then
please try temporarily running the external monitor at a lower
resolution to see if the flicker then goes away.

On startup, no audio is able to play until I restart pulseaudio multiple
times. Only then is it able to play though my speakers (Anolog Stereo
Output). I have headphones plugged into Digital Stereo (HDMI) Output and
is even less likely to work. I am required to restart

Mirko Ducic's suggestion worked for me on Dell Inspiron 7591, i.e removing the
line:
options snd-hda-intel dmic_detect=0
in /etc/modprobe.d/alsa-base.conf worked like a charm. Thanks Mirko!

Noble, the deb822-compliant /etc/apt/sources.list.d/ubuntu.sources
exists, but /etc/apt/sources.list does not. I created it with some
relevant lines (not deb822-compliant, of course) and reopened software-

I tried using a noble VM using a "host-only" network connection (which does not
have a DHCP server).
After adding an IPv4 address manually (using the ip command),
NetworkManager retries activating the network connection, which removes the
address that was previously added.

As the requirement for reproducing is "being offline" it could be that
this remove command wants to download packages, which fails.
Yes, remove can install packages – specifically the problem resolver can
try to fix a broken dependency by installing another provider/or-group
