If you toggle maximised state with Super+Up or move left or right with
Super+Left or Super+Right the window gets focused and dragging works
again until you click inside a window again.

I had been using 23.04 for over a month since the beta. This only

After upgrade from Ubuntu 22.10 to 23.04 libsndfile fails with
triggers ci file contains unknown directive 'activate-noawaiT'
(mind the capital 'T')
Solution:
Edit /var/lib/dpkg/info/libsndfile1\:i386.triggers
and replace the uppercase 'T' by a lowercase 't'.

just in case it might help someone else:
I solved the problem for me by installing pulseaudio first (sudo apt -y install
pulseaudio)
afterwards the installation of vanilla-gnome-desktop went without any problem
