I can confirm that 249.11-0ubuntu3.8 fixes this bug. A VLAN with
ActivationPolicy=manual now no longer comes up at boot, as expected, but
can be brought up manually with networkctl.

I am having an issue with Ubuntu Graphics Driver whenever I try to open
my pc after booting ubuntu my monitor gets a blank screen, I don't know
why this is happening.
For Booting my Ubuntu successfully I have to go to the advanced option
from the boot menu and then run ubuntu
I confirm this. It happens with kernel 5.19 but works with 5.15 and
earlier (tried with grub options /advanced ubuntu options/boot with
previous kernel version).
