I could reproduce this problem with padme-3 machine.
But it looks like a hardware design limitation, plugging
headset/headphone into the audio jack, the speaker will be muted by
hardware signal (like a enable signal)?

If you want the hdmi-output to be selected automatically after plugging,
you need to manually select it as output once, then pulseaudio will
remember uer's preference. Then unplug and replug the monitor, the
system will automatically switch to hdmi-output.

I've attached the upstream changelog.
The upstream release contains a lot of fixes for nftables but also
rewrites and fixes in other areas.
Landing the merge does have risks, but IMO it would be better ship it in
20.10 than the current version.

Our test team reported this:
1. Prepare Padme-3 machine and Install Ubuntu_20.04 OS .
2. Boot system.
3. Play audio or video file.
4. Open Settings > Sound.
5. Hot attach headset.
6. Notice that headset is selected as output device
This appears to no longer be a current FFe, so retitling and
unsubscribing ubuntu-release.

It seems that it depends on connected monitor. In my case monitor goes to power
saving mode after laptop suspend or in few minutes after system lock. So ubuntu
switches to analog device after resume/unlock.
But its not so critical, because device can be easily changed with tray icon.
And for HDMI
Need to check the init of the bunch in qemuSecurityInit and qemuSecurityNew.
But that happens at daemon start and not later when probing caps.
virQEMUDriverConfigLoadSecurityEntry load this from config and it includes
apparmor in both:

I did a test today, plug two monitors to Intel hdmi ports, I chose hdmi2
in the gnome-control-center, suspend and resume, the output device still
on the hdmi2, I didn't reproduce the problem.
