I have tried, unsuccessfully, to reproduce this issue internally.
Details of my setup below.
1) I have a pair of Dell R210 servers racked (u072 and u073 below), each
with a BCM57416 installed:

This is not what the purge flag does. Starting in 20.04, you can use apt
purge ~c aka apt purge ?configuration-files to purge packages left in
configuration files.
The latter also works in 19.10. both also work with aptitude purge in
older releases.

After upgrading to 2.9.4+dfsg1-6.1ubuntu1.3 my perl-scripts threw many UTF-8

The PPA build indeed fixes the test case in #8, for Xenial at the very least.
