most recent testing (but again not fedora 29+/arch ones). I feel like if

I have this same issue. What's very curious though is that I can connect to my
work's network with Fedora 29+ (28 didn't work) as well as Arch/Manjaro based
distros but not any Ubuntu version (including most recently 19.10) I can't.

Clevis 12 has initramfs support, so once that gets uploaded to Debian

Not sure if this bug is still active, but I can confirm this behaviour
on both 18.04 and 19.10 and also that it is (in my case) caused by a NFS
share from /etc/fstab that disappeared without being unmounted first.
umount -f -l / solved the issue, file open/save dialogs are work
again after that.
