I eventually figured out that's what was happening. However, the
connectivity check is not working correctly. In my case, there is indeed
ethernet connectivity, despite it thinking that there isn't. It will
assign the network "penalty" metric even when ethernet has been
connected for 30+ minutes, s
I don't have the hw to test it. For the kernel it was easy to just check
that the entries are found in module.alias for i915. I don't see how to
verify that for the xserver, the strings don't seem to be greppable from
any of the binaries.

NetworkManager now uses a metric "penalty" when connectivity cannot be
detected as full for a connection, and reduces the metric accordingly.

The behaviour of the `systemd` unit `isc-dhcp-server.service` is the
same as on the command line: both `sudo dhcpd` and `sudo dhcpd p18p1`
(where `p18p1` is the name of a network interfaces) cause the daemon to
listen on all interfaces according to `sudo netstat -tu
Tested xenial live session with stock systemd/udev and upgraded one from
proposed. My dell laptop is not affected by this issue. But at least
rfkill keys still work for me with both old and new systemd/udevd and
there are no error messages in dmesg.

I have seen this for quite some time as well. Usually connected to both
wifi and cabled network at work (while laptop is docked), which is quite
handy for when I go to meetings and undock my laptop, but will stay
online since I am also on wifi.
After a while though, and after re-docking the laptop
