I too ran up against this as I updated some custom bootable systems
based on 17.04 and many of my test network dongles would not work. Took
lots of time finding this solution, ie adding

to the /etc/NetworkManager/NetworkManager.conf file.

I tested it again with the regular Gnome-based Ubuntu desktop, and it
exhibits the same bug, so i changed the title accordingly. It seems
there is no connection to the flatpak problem.

Agreed that this should really be resolved. It is particularly
problematic for packages that are not in ubuntu repos - when submitting
bug reports to 3rd parties.
It would also be far easier to check if the report is leaking any
secrets if you could easily open it in a text editor and use ctrl+f.
