/etc/default/locale, with different values in each file, and after
logging in the value is the one from ~/.pam_environment. So I don't
think gdm sources /etc/default/locale after ~/.pam_environment. However

missing 4 side by side.

On my development 17.10 Desktop, I get the same as you but only for mainline
kernels 4.14-rc2 and 4.14-rc3. Earlier kernels, including mainline 4.14-rc1,

the linux autopkgtest failure is due to the kernel team change to only
build a single kernel 'flavour' to reduce test rebuild time, but the
autopkgtest still expects the (no longer built) -lpae flavor on armhf.
The kernel team has a bug open for it and is fixing it in the next
build.

Most of the time, such problem means a non responding task still running in the
background.
So be sure your system is cleaned (use gtkorphan & bleachbit to clean it).
While shutting down, hitting 'Esc' key will swicth to text mode (like quite
splash removal into grub).

By the way, the issue I want to relate is just that one on the sumary:
All times I shut down or reboot my notebook, ubuntu stay stuck in black
screen whit blinking cursor at top left side... No text login prompt to
appears, as expected.
