Not sure if it helps, but I encountered this using a slightly different
sequence of steps in bug 1569660: Install uTorch, run it, then try to
grant it permission to access camera-service. I get a kernel panic
every time, and am never able to grant access. This was with arale rc-
proposed 304.

The latest cgroup-lite package was added to the backports repo and on
installation I get the following error message:

Confirmed on an up-to-date Manjaro install, so it is not just an Ubuntu
thing. And it's not just nano either, because when I do (in a Dutch
locale) for example 'stty cols' (without giving a number), I get an
error message that has those two block characters around cols. (On a
console, that is. O
I'm adding lightdm as a source, but I dont' really know which package is
causing this.
We had a similar problem before. Maybe it is the same one. Need to
check.

We have confirmed that this hyperv-keyboard.ko is already included in
the serio udeb. For the live installer it is not in initramfs.
I have spun an update which includes hyperv-keyboard.ko in the initramfs
and have also confirmed that hid-hyperv.ko is already included in the
initramfs.

I have been playing a bit and did a fully manual update to 1604:
1.0) disable any third party packages in /etc/apt/source.list.d/
1.1) in /etc/apt/source.list change "wily" to "xenial" throughout
2.) apt-get update
3.) apt-get install base-file dpkg systemd
4.) apt-get dist-upgrade
5.) and it works
There is no fstab.
I did update my Ubuntu, reinstalled unity8-lxc and created a new lxc
container.
Now i get:
