Before tor 0.4.4.7 I was able to build tor with the latest versions of this
software: zlib, libressl, libevent. Each of which I built as a static library.

I think you miss the point, OONI is more than the App, its also the
public database with the test results.
And while i agree that Signal/Matrix etc. should be more important, they
are not. Whatsapp is far more used.
