This is common behaviour as half of the internet trusts cloudflare and
other "DDoS protection" providers with their traffic. These have
built-in anti-Tor measures to make life miserable for people who want
anonymity and privacy.

I have solved the problem. I happened to click properties of the file. The
words "This file has been blocked because it came from another computer" was
there. This has never happened. I unblocked it and it starts to install. Thanks.

Ok looks like a problem. I did a lot of work texting and trying to pipe out
results to post. It went into an empty file. The verify results couldn't verify
anything. All the numbers were wrong. Warning this file could not be verified
or something like that came up.

There are so many possibilities why the download did not succeed, if we
can confirm that's what happened.
If you have a spotty internet connection (dial-up, satellite, fixed
wireless, rural DSL, etc), or you're using Internet Explorer 6-8, or
just other random problems.

It appears you have the answer. If you followed all of the instructions,
and you did not get a successful response, then you do not have the
correct/complete/valid download.
You don't seem to be a fan of following instructions, so I will try to
be particularly explicit in these instructions
Atm CPU is the bottleneck as Tor routers can't keep up with path lookups
crypto. Padding messages to consume more unused bandwidth to make
netflow correlation attacks more difficult makes sense.

Well one thing I did was get something called gpg4win or something like that. I
think it said it didn't recognize the code from the asc file. I don't know what
that means.
