I can reach it via Tor; maybe you have a bad exit node or luck.
It must have been a glitch. I did restart tor and forced to reset its
data though and still couldn't get through. Tried about 10 minutes later
with the same result.
DDG seems to be back to normal I am pleased to confirm!
