Looking at this blog post [1] even the support for C99 in VS2013 is
limited. I don't know if tor hit the limitations, that's for you to
decide.
C99 is 15 years old ... It should be "sane" to use it.

Besides the fact that this could be a great opportunity for tor in many
ways I see two problems we should consider:
- this vastly growth would be "artificial". What happens to all the
users and servers if they stop supporting the product or close-down?
- IMHO it is a problem if the network exp
