In order to support multiple connected routes using MPATH, we no longer put an empty link-layer sockaddr in the 'gateway' field of such routes. This made arp(8) and ndp(8) unhappy because they both assumed that the 'gateway' socakddr contains an interface index. Diff below should make them behave
