I'm not sure if I understand the question correctly but to stop a host
from recieving DHCP requests you could block them using iptables. Hope
that might help somewhate, not sure if it is what you were asking though.

Is there any common solution for stopping the dhcp request sent by dhcpcd
daemon for all Linux operating systems. If anyone knows please update me.
