Hi,
This looks like an IP packet, without an Ethernet header. If we order
all the bytes, we get:
45 10 00 a4
53 d9 40 00
40 06 ae 00
09 98 53 11
09 98 d2 29
...
This seems like a valid, non-fragmented, TCP over IP packet (I didn't
check the checksum, though).

can you send us more information about the capture:
- what OS the dump was collected on;
- "od -x | head" output;
- what OS are you trying to read it on?
this will make it easier for readers to make educated guesses and maybe
give you leads.
