I did the following to solve this problem:
1. vi the i18n file under function directory,
2. locate the English language section,
3. change the charset to big5
try it.

Some of my users receive some email using Chinese characters. How do I set
their preferences to read these as well as their normal english emails?
Are other languages supported and setup the same way as the above Chinese?
