OK, found the problem - it was a debian system problem, -
fixed after mannually adding lt_LT.UTF-8 UTF-8
in /etc/locale.gen file and recompiling locales.

Even if user-side configuration states, that language is en_EN, and
default global language is set to Lithuanina (lt_LT), it does display
only english version.
