I would suggest that this is better handled by your Mail Transport
Agent. You should look at spamassasin plugins for Sendmail Postfix
Qmail (your MTA here).
I have a Sendmail / Spamassasin / ClamAV / Procmail setup that works
well dropping tagged spam into a spam folder. Idealy is better to
refuse

comes before INBOX in the alphabet. This would seem to be a problem
with the mechanism that places INBOX at the top and then sorts
subsequent folders below.
