Apache2/Squirrelmail 1.4.23 [SVN] is giving me the following error

I see in squirrelmail.conf
$squirrelmail_default_language = 'en_US';
$default_charset = 'iso-8859-1';
Now which is correct? The squirrelmail configuration or the OS setup?

I am running Squirrelmail 1.4.23 on a raspberry pi, PHP7.0.33-0+deb9u6 and
every now and again have to revert to Thunderbird because a message cannot
be seen in whole or in part on Squirrelmail.
Could this have anything to do with the Locale setting, namely en_ZA.UTF-8
UTF-8 ?

Within the last week Raspberry and apt decided to upgrade Squirrelmail on
my Raspbian server.
Where previous to this upgrade Squirrelmail worked fine now I find certain
emails appear as a blank line in the Squirrelmail index and others will
not display at all. This is not all the emails I receive j
Please share with me the fix altering preg_replace with
preg_replace_callback in utf_8.php caused by php upgrade to version 7.
Is there a replacement for utf_8.php or do I need to do some serious editing?
