More specifically, the NTP server your server is polling for the true time is the one that needs to be in the same time zone.
You should probably be using a stratum 2 server off this list:

If you run the date command at the command line, is that one hour out? Or
are you only seeing it in the logs/squirrelmail?
You can also verify the NTP is working as follows:
ntpq -- this will dump you into the ntp query command prompt
ntpq> rv
This will out put a bunch of data. Look for Stratu
I installed Apache 2.0 with PHP support and tried to run SM there instead.
Strangely enough everything seems to work now. I guess that is good enough
for the moment, but I'd still like to know why it wouldn't work in IIS.
