For most all options, you cannot lock users out of making their own
choices. I don't think it's very nice to do so anyway. But it is

the problematic e-mail in the user mailbox, and the problem remains.
I made some tests to check how squirrelmail deals with great number os
messages , I sent about 10.000 messages to a mailbox and SM handle them
just fine.
