Wondering whether the Luke handler's response for the lastModified field
refers to a hard commit only, or any that has happened last, including a
soft commit?

Your "nagios" user is under "role_monitoring", which has "config-read"
permissions. The default config-read gets you access to the Config
API and Request Parameters API, but not the /admin/mbeans API (afaik).

Do you really have a setup where you get higher throughput with 4000 concurrent
requests instead of, for example, 200 concurrent request
