There's a ! missing in there, try {!key=label}.

The line:
q=mainquery&fq=status:public&fq={!tag=dt}doctype:pdf&facet=on&facet.field={!ex=dt}doctype
is standalone, but the later line:
facet.field={!ex=dt key=mylabel}
