I already copied the logging.properties file from
C:\Dropbox\Databases\solr-4.3.1\example\etc to
C:\Dropbox\Databases\solr-4.3.1\example\lib

Thanks Shawn for this help. After coping the log4j.properties file from
example/resources/ to tomcat lib and changing the log file path, the logs
are getting generated.
