The QoS options are MaxJobsPerUser and MaxSubmitPerUser (and also PerAccount
versions)

Hello,
I'm looking to see if I can restrict the number of jobs users can run and
can have queued in a given partition. I see you can set these restrictions
at the top level but I was hoping to set these up at the partition level.
