In my opinion, TWIC is much more than just the - very nice - downloadable
games! I think there are two ways to improve Scid's handling of these
(games).
1. I would be helpful if Scid acquired the ability to import zipped
pgn-files (that is not easily accomplished, but might be possible)

In my humble opinion, we should hook to TWIC. There should not be any
principled reason not to, since we already have chosen to hook to FICS
specifically. (If other game providers would like to have Scid
hooked, let them do the footwork !)
