That line should just be removed permanently from configure. It was
only relevant
Franz, make sure you have tcl8.6-dev and tk8.6-dev installed in addition
to tcl/tk 8.6.
Seems as if I had same issue in Ubuntu about a year or two ago.

ubuntu/debian:
