The only way I can think of right now to change at once all the ratings from
ELO to USCF would be:

- open the PGN file with a text editor, and
- replace the text with a Search and Replace.
I don't think of a way to tweak the ELO files. Other can chime in here

1. I want to change every rating in my database from "ELO" to "USCF."
2. I want to change every 0 rating to 1300. (I used 0 to represent unrated, but
1300 is a more realistic initial rating for unrated players.)
