Like most things, there is more than one way to get there... ;^)
I tried the IBM tools, and they were OK, but we settled on NetBeans for our
IDE because it's a cool IDE and the support has been phenomenal. It also
didn't hurt that the Enterprise version is now free since they were bought
by Sun..

I have not used websphere but have been using java on the server side with
good results.
I like using JSP with a correponding jsp/servlet engine that piggybacks on
apache..
Perl is great but embedding perl in html pages though an available option is
not that cool I feel..just my opinion..no
