It appears that your ISP has implemented a POP-before-SMTP strategy, to keeep spammers from relaying mail through their servers. IMO your ISP has taken a good step toward reducing the flow of spam in the world. That having been said, you simply need to telnet to your ISP's mailserver on port 110
