23/tcp would have been commented out in
/etc/services file.

What version of RH are you running? If 6.2 or lower, edit /etc/inetd.conf
and make sure telnet is commented *out* (take off the # in front) and
restart inetd.
If running RH 7 or fisher/wolverine, edit /etc/xinetd.d/telnet and make sure
it has disable =no and restart xinetd.
