Boot off of a rescue disk, mount the root partition, and
reconstruct /etc/passwd.

What do you mean? What is empty. The whole file, just passwd's what.
Can anyone log in? Can you su to root? Do you have a backup of the
/etc/passwd. Can you replace /etc/passwd
