After you made the change, did you remember to restart xinetd? Xinetd must
be restarted, in order for it to recognize the changes you made.

I'm no ipchains expert, but are you sure you want -I...that's used to
insert a rule. Most likely the problem is still with ipchains...
But, also make sure you confirm that the ftp daemon is running using
ps...try something like...
ps ax | egrep -i ftp
and you should get something back like
