Have you checked proxy settings?
Is this Windows?
If the warning bothers you then look at:
.libPaths()
and if you want to install to the second library, say, then do:
install.packages("some.package", lib = .libPaths()[2])

I'm not sure your first problem is actually a problem - it looks to me like the
epicalc package installed OK. Have you tried using epicalc?
I'm sure your problem 2 is not an R problem, so don't know whether you'll get
any help on this list.
