I presume you mean a data frame rather than a file. In which case the
answer is yes:
df <- data.frame(a=1:10, b=rnorm(10), row.names=sample(letters[1:10]))
df[order(rownames(df)),]

No, as files does not have row names. But data frames do, so perhaps
DF[sort.list(row.names(DF)), ]
is what you are looking for.
